On May 24,2025, former Singaporean Foreign Minister Yang Yeng Wen and his wife visited Deep Harbour Cell Valley Healthcare and Technology Co.Ltd. (hereinafter referred to as "Deep Harbour Cell Valley "). This visit focused on the potential for international cooperation in the field of cell science, aiming to promote deeper integration between China and Singapore in the biotechnology sector and inject new momentum into medical innovation collaboration between Qianhai and Southeast Asia.

Company founder Shi Yuanyuan stated that the policy dividends and international business environment of Qianhai have provided "acceleration" for enterprise development. As a pioneer in national policy pilots, Deep Harbour Cell Valley is among the first domestic enterprises to master industrial-scale production technology for industrial-grade retroviral vectors. Its establishment marks the first implementation of foreign investment access policies in the field of cell and gene therapy within the Qianhai Free Trade Zone. In September 2024, the Ministry of Commerce, the National Health Commission, and the National Medical Products Administration jointly issued a policy permitting foreign-funded enterprises to develop and apply technologies such as human stem cell and gene diagnostics within the free trade zone. Deep Harbour Cell Valley is the first demonstration project in Guangdong Province under this policy, aiming to establish a global one-stop cell therapy service platform covering diverse application scenarios including medical aesthetics and anti-aging, as well as cancer treatment.


The visit by Mr.Yang Rongwen and his wife not only represents a high recognition of the technological capabilities of Deep Harbour Cell Valley but also reflects Singapore's attention and emphasis on the biopharmaceutical industry in the Guangdong-Hong Kong-Macao Greater Bay Area. As the author of "Meditations Under the Banyan Tree: Collected Speeches of Yang Rongwen," Yang Rongwen has accumulated extensive experience in Southeast Asian diplomatic affairs, which aligns closely with the international strategy of Deep Harbour Cell Valley. With the deepening exchanges between China and Singapore in the field of cell therapy, the Greater Bay Area is poised to become a new global hub for biopharmaceutical innovation, benefiting more patients with cutting-edge medical technologies. As Yang Rongwen stated, "Science and technology know no borders, but they require diplomatic wisdom and institutional innovation to pave the way."
Mr.George Yong-Boon Yeo, born in Singapore in 1954, is a native of Wenli Township, Anbu Town, Chaoan County, Guangdong Province. He served as Singapore's Minister of Health and Minister of Trade and Industry, and held the position of Foreign Minister from 2004 to 2011. A former senior political figure of the People's Action Party, he played a significant role in Singapore's political landscape.
Currently serves as Vice Chairman of Kerry Group, Chairman of Kerry Logistics, Non-Executive and Independent Director of Fonterra International Limited, Independent Director of Pinduoduo, Independent Non-Executive Director of Creative Technology Ltd, Member of the Global Advisory Committee of Mitsubishi UFJ Financial Group, Member of the International Advisory Committee of Berglun Research Institute, and Advisor to the Emir of the United Arab Emirates' Emirate of Hajima.
